(Portland, OR)  --  Portland landlords will continue paying the moving costs of some renters.  City Commissioners voted yesterday to make a rule permanent that requires such assistance if evicted without notice or forced out by big rent increases.  The program had been on a trial run for a year.  Commissioner Chloe Eudaly is credited with coming up with the idea and she says housing "cannot be treated like any other commodity."
