(Portland, OR)  --  Police in Eugene say they've arrested a man who was shooting off a gun in the Santa Clara area.  Police arrested Cody Lockard early this morning at a home on Terra Linda Avenue.  Police say he was arguing with his brother at the home just before he fired off a black powder pistol.  Police tracked him down near the home with the gun, which he says was not loaded.
