(Portland, OR)  --  Trash pickup rates are going up.  Portland City Council members voted yesterday to increase rates for residential garbage, recycling and compost services.  The move is aimed at mitigating higher costs associated with sorting recyclables after China tightened its regulations on what can be imported.  The new rates take effect May 1st.
