(Portland, OR)  --  Police say they've arrested a man in connection to the murder of a Forest Grove woman last month.  Police arrested 38-year-old Kamen Baer yesterday at a home on Southeast 26th Avenue in Hillsboro.  He's accused of killing 54-year-old Cynthia Lou Belton, who was found dead inside her home at College Place Apartments March 19th.
