(Portland, OR)  --  The Portland State University board of trustees is set to vote on a new tuition increase today.  The board previously proposed hiking tuition by five-percent, which led to student protests and threats of strike.  The board will still be raising tuition but says it won't be as high as five-percent.  School leaders say the tuition hike is necessary due to rising costs and underfunding from the state.
