(The Dalles, OR)  --  Police are releasing the identity of a man killed by the Substation Fire in The Dalles.  Police say the body of 64-year-old John Ruby was found in a burned tractor at about 1:30 Wednesday afternoon in Wasco County.  Officials say he was most likely overcome by smoke and flames as he tried to create a firebreak on a neighbor's property.
