(Undated)  --  Police are launching a criminal investigation into the Substation Fire.  The fire has burned 50-thousand acres near The Dalles in just a few days.  Fanning the flames Thursday were winds of up to 40 miles-per-hour.  One person died Wednesday when flames overtook his tractor as he was trying to build a fire line.  Evacuation orders have been issued for some communities in the area.
