(Portland, OR)  --  Police say they've arrested a pair of car prowling suspects in northeast Portland.  Police arrested 38-year-old Robert Mendez and 40-year-old Don Phillip Autry early yesterday morning near a homeless camp at Northeast 166th Avenue and Cameron Boulevard.  Police responded to the area around 3:46 a.m. on a report of theft.
