(Salem, OR)  --  Oregon's unemployment rate is breaking records again.  July numbers show another record low in joblessness, three-point-nine-percent.  OregonLive reports that it's the first time the number had dipped below four-percent since at least 1976, when modern record-keeping began.  State economists say Oregon's economy is growing faster than previously thought.
