(Portland, OR)  --  Portland City Council is approving a plan to create a new zoning designation for manufactured home parks.  City council members voted last night to approve the plan aimed at creating more affordable housing.  The move places additional restrictions on developers that try to buy up mobile home parks to redevelop them into pricey homes and apartments.
