(Portland, OR) -- A lawsuit blames Oregon's Department of Human Services for the sexual abuse of two girls. OregonLive is reporting the five-million-dollar suit alleges the DHS moved a teen with a history of sex abuse into a foster home with two young sisters. The complaint, filed Friday in Multnomah County Circuit Court, claims the state didn't supervise the boy and ignored the foster parents' warnings about him. The 13-year-old allegedly fondled the five and seven-year-olds repeatedly for two months and raped one of them during that time.
