(Portland, OR)  --  Police are releasing the identity of a man found dead inside an apartment in Old Town/Chinatown.  Multnomah County Parole and Probation officers found 42-year-old Sy B. Powell dead Monday afternoon at Sally McCracken Apartments on Northwest Everett Street.  Police say officers were performing a welfare check after Powell missed an appointment.  A homicide investigation is underway.
