(Portland, OR)  --  A former Portland Public Schools teacher is accused of encouraging child sexual abuse.  Police say 35-year-old Philip Lancaster is charged with 13 counts of encouraging child sexual abuse.  He's accused of developing, duplicating, publishing, printing, disseminating, exchanging, displaying, financing, attempting to finance, and selling child pornography.  The former Roosevelt High School teacher was indicted last week.
