(Portland, OR)  --  Police are releasing the identity of a man shot and killed by Portland police.  The Portland Police Bureau says officers shot 30-year-old Samuel Rice Wednesday at the Del Rancho Motel on Southeast 82nd.  Police say Rice was holding a woman hostage when officers opened fire.
