(Portland, OR)  --  A man is in custody after fleeing a traffic stop.  Officers used a K9 tracker to locate 31-year-old Michael Welch in a Southeast Portland garage.  He was arrested in the early morning hours yesterday after trying to escape police.  He's facing a slew of charges, including burglary, eluding officers, and multiple outstanding warrants for his arrest.
