(Portland, OR)  --  The price of rent in Portland is declining at a steep rate.  A real estate website says the drop is the steepest decline across the U.S.  Zillow says rent is down 2.7 percent on average over the last year.  Seattle ranked second, with an annual decline of 2.2 percent.
