(Portland, OR)  --  Voters appear to be saying yes to a measure allowing local governments to use bond money for affordable housing projects.  Early ballot returns this morning show Measure 102 passing with 56-percent of the vote.  The measure would amend the state constitution to allow local governments to use affordable housing bond revenue toward public-private development partnerships.
