(Portland, OR)  --  Oregon appears set to remain a sanctuary state.  Early ballot returns show voters rejecting Measure 105 with 63-percent of the vote.  Thirty-seven-percent voted in favor of the measure, which would have repealed Oregon's status as a sanctuary state.
