(Portland, OR)  --  Portland City Council members are considering a new regulation on plastic straws and utensils.  Council members are set to discuss Wednesday an ordinance that would ban restaurants from handing out plastic straws and utensils unless the customer asks for them.  The restaurants would also be allowed to ask the customer if they want a straw or plastic utensils.
