(Salem, OR)  --  The city of Salem is banning plastic bags.  Salem City Council members voted last night to approve the ban.  Customers who want their purchases bagged will still be allowed to pay extra for paper bags.  Large retailers have until April to comply with the ban, while smaller retailers have until September.  Salem joins Portland, McMinnville and Corvallis in banning plastic bags.
