(Salem, OR)  --  A Salem cop is one of two people arrested in Portland on drug and theft charges.  The Oregonian reports that Seth Thayres was handcuffed Wednesday along with his alleged accomplice, James Cardenas.  Thayres was reportedly released from jail yesterday morning, but Salem police say he was on administrative leave when he was arrested.  He's been awaiting the outcome of a fitness for duty evaluation since October and was off-duty at the time he was taken into custody.
