(Portland, OR)  --  More snow is on the way for Portland, along with some rain.  The National Weather Service has issued a Winter Storm Watch for parts of northwest Oregon and Southwest Washington.  That includes the Portland and Vancouver metropolitan areas.  The storm watch will remain in effect until 2:00 this afternoon.  The National Weather Service has also issued a Flood Watch for Portland through 4:00 tomorrow morning as low-elevation rain and snowmelt is expected to cause some flooding for local creeks and rivers.
