(Portland, OR)  --  The City of Portland is notifying residents about some phony fliers spotted near Portland State University.  The flyers say "No camping or loitering" and feature the Portland city seal as well as some city codes.  The fliers add that offenders will be arrested.  The Portland Office of Management and Finance released a tweet Wednesday saying the city did not post the flyers.
