(Portland, OR)  --  Police are releasing the identity of a man who was shot to death in Southeast Portland.  Police say 38-year-old Oscar Rodriguez Torres was shot and killed Friday night in the Hazelwood neighborhood.  He was pronounced dead at the scene.  An investigation is ongoing.
