Man Arrested After Two-Week Standoff At Roseburg Home

(Portland, OR)  --  A Roseburg man is behind bars following a two-week standoff at his home with his three-year-old daughter.  Police arrested 42-year-old Stephen Adam Cain Monday on charges of custodial interference and obstructing governmental administration.  The county's circuit court mandated Cain turn over his three-year-old daughter to law enforcement on March 4th.  But Cain refused, ultimately barricading himself inside his home and making threatening statements against officials.  After negotiating over the last two weeks, Cain agreed to surrender and release his daughter Monday evening.
