(Portland, OR)  --  A 31-year-old man is facing dozens of charges after allegedly impregnating a female relative who's younger than 15-years-old.  Cruz Palacios-Romero was indicted on 81 charges yesterday.  The charges include 40 counts of first degree rape, 39 counts of incest and two counts of third-degree sexual abuse.  He's currently being held on more than ten-million dollars bail.
