(Portland, OR)  --  A 50-year-old Seaside man is facing child porn charges.  Police arrested David Norman Stanley Hall Friday on charges of encouraging child sex abuse, using a child in a display of sexually explicit conduct, and possession of child pornography.  Police served a search warrant at his home after receiving a tip that he was downloading child pornography.
