(Portland, OR)  --  Biketown users who fail to properly lock up their bicycles could face a new fine starting today.  The bikeshare service says fines are going into effect today for bikes that aren't secured to a public bike rack or Biketown station.  First offenders will get off with a warning, but a second offense will cost five dollars.
