Eugene City Council Votes Down Panhandling Ordinance

(Eugene, OR)  --  A panhandling ordinance in Eugene is dead on arrival.  The city council on Monday voted down the measure that would've banned people from handing items to panhandlers while in their vehicles, unless legally parked.  The council voted 6 to 2.  Some council members said they're open to hearing more in the future but feel the ordinance could be considered unconstitutional.
