(Portland, OR)  --  Electric scooters are making their return to Portland.  E-scooters will return to the streets today for the first time since November as part of a one-year pilot program.  An announcement is scheduled today on which companies will be offering scooters under the one-year permit.  E-scooters debuted on Portland streets late last year in a four-month pilot program.  The new pilot program starting today will include new rules to address issues like improperly parked scooters and riding on sidewalks.
