(Portland, OR)  --  Police are seeking the public's help in their search for a man accused of starting a fire in an apartment complex in northwest Portland.  Police say the man was caught on surveillance camera taking off his shirt and setting it on fire inside an apartment building on the afternoon of May 19th.  CrimeStoppers is offering a 25-hundred-dollar reward for information leading to an arrest.
