(Portland, OR)  --  Police are releasing the identity of a man who was shot and killed by police after allegedly holding a woman at knifepoint while threatening to detonate an explosive device in the Pearl District.  The Portland Police Bureau identifies the suspect as 38-year-old David Wayne Downs.  Officers responded to The Lovejoy building Sunday morning on reports that Downs was holding a woman hostage inside the building's stairwell.  Responding officers tried to speak to Downs before eventually opening fire, killing him.  The woman was hospitalized for injuries but is expected to be OK.  Police say they were not able to find any explosive devices on the premises.
