(Portland, OR)  --  Governor Kate Brown is remembering the late Senator Jackie Winters as a "public servant at heart."  Brown spoke yesterday during a memorial service for Winters at the state Capitol.  Brown says Winters's passing can be felt throughout the state of Oregon.  Winters died from lung cancer last month at the age of 82.  She was the first and only African American to ever be elected as a Republican to the Oregon legislature.
