(Portland, OR)  --  A man suspected of driving under the influence of intoxicants is facing charges after he and a bicyclist crashed in southeast Portland.   Police arrested 21-year-old Nicholas Martinez yesterday on charges of DUII, second-degree manslaughter and reckless driving for the crash near Southeast 79th Avenue and Flavel Street.  Police say the bicyclist was pronounced dead at the scene.
