(Portland, OR)  --  A driver is facing charges in connection to a crash in northeast Portland.  Police arrested the driver yesterday afternoon for the crash on Northeast Halsey Street near 137th Avenue.  Investigators believe the driver was racing with at least one other vehicle when they crashed.  Police are looking into whether drugs or alcohol were involved.
