(Portland, OR)  --  A Portland commissioner is not happy with the way ODOT is handling the homeless crisis.  Jo Ann Haresty says the Oregon Department of Transportation should not be using public money to displace people who "we can't provide housing for."  ODOT has been placing boulders in areas known to host homeless camps.  A department officials says the reason is because over time it's less expensive than repeated cleanups of homeless camps.
