(Portland, OR)  --  A man is facing charges after allegedly stealing hundreds of cars in Portland and Vancouver.  Police say 51-year-old Carlos Lopez-Torres illegally towed more than 300 vehicles and then sold them to a scrap metal company.  He allegedly made more than 86-thousand dollars.  Police arrested him on July 2nd.
