(Portland, OR)  --  A wanted felon who went missing after cutting off his ankle monitor is back in custody.  Police arrested 37-year-old Walter Kraemer yesterday and booked him on multiple charges, including burglary, theft and felon in possession of a firearm.  He was out of prison on felony probation when he cut off his monitor on July 22nd.
