(El Paso, TX)  --  An armed man detained and released by police in El Paso last Wednesday says he plans to visit Portland next weekend.  Thomas Bartram told NBC News he planned to be part of the August 17th demonstration organized by members of the Proud Boys and other right-wing groups.  Bartram was pulled over by police in El Paso and detained after he was seen driving by a migrant community center several times, brandishing a gun.  Officers released him because he hadn't committed a crime.
