Explosive Device Found On Beach In Seaside

(Seaside, OR)  --  Things are getting back to normal in Seaside after someone found an explosive device on the beach.  The Seaside Police Department says someone called 9-1-1 late yesterday morning after finding the device near Avenue A and South Downing.  Police say the explosive device was made from a plastic tube filled with a black powder substitute and capped with duct tape at both ends.  Police say it appears someone had lit the device, but the fuse burned out before it had a chance to ignite the powder.  Avenue A was closed for about two hours while an explosives unit disposed of the device.
