(Portland, OR)  --  A special election this week will determine if the Southwood Park neighborhood will be annexed to Lake Oswego.  Southwood Park's Water District cited issues last fall with the decades-old water system and proposed using Lake Oswego's instead.  Nearly 600 eligible voters will determine if that plan will move forward on September 17th.  Though the 298 homes in the neighborhood currently have Portland addresses, they are currently part of unincorporated Clackamas County.
