(Portland, OR)  --  A public hearing is scheduled tomorrow on proposed new rules aimed at holding food cart operators to higher standards.  Multnomah County commissioners will hear public testimony on the new rules at its commission meeting tomorrow.  The new rules include standards on pest control, safe drinking water, safe electrical power and solid waste disposal, among other standards.
