(Portland, OR)  --  An announcement is expected this week on plans for a currently unused jail facility in north Portland.  KATU reports developer Jordan Schnitzer will announce what's in store for the Wapato Jail property on Thursday.  Schnitzer currently owns the facility and says he has a major update on its future.
