(Portland, OR) -- A customer of Safeway is suing the store over a one-percent surcharge on items in Portland. The complaint was filed in Multnomah County Circuit Court yesterday. It alleges Safeway was practicing unlawful trade and unjust enrichment by charging a 3-cent surcharge on a bottle of wine advertised for 3 dollars and 33 cents. This is the second Portland business to face a suit for passing on a surcharge to customers in response to a new city tax on some retail items.
