(Portland, OR)  --  The city of Portland is shelling out hundreds of thousands of dollars for a home that will be transformed into a filtration plant.  City commissioners voted unanimously yesterday to approve the purchase of an 800-thousand-dollar house in Multnomah County.  THe city plans to use the property for the Water Bureau's filtration project.
