(Portland, OR)  --  An Air Stagnation Advisory is in effect for the Willamette Valley and part of southwestern Washington state.  The National Weather Service issued the advisory yesterday.  It's set to remain in effect through Wednesday.  People with respiratory illness are advised to take precautions before going outside.
