(Portland, OR)  --  A man is facing charges in connection to the robbery and assault of a woman in northwest Portland.  Police say 21-year-old Ashenafi Sisay Tingley was arraigned yesterday on a charge of first-degree robbery for the incident October 16th.  Police say he robbed a woman near Northwest 13th Avenue and Northwest Kearney Street and left her unconscious on the sidewalk with a head wound.  Police say the woman's friend chased after Tingley, prompting him to threaten the friend with a handgun.
