(Beaverton, OR) -- A woman is facing charges in connection to a deadly crash more than a year ago. Police say they've arrested Rhonda Colleen Jean Messer on charges of manslaughter and criminally negligent homicide, among other charges. Police say she was intoxicated when she crashed into a vehicle on Highway 101 south of Depoe Bay in June of 2018. The crash killed 36-year-old Gary Blaine Moore and 75-year-old Robert Franano.
