(Portland, OR)  --  Police say they've arrested a man accused of opening fire at an apartment complex in northeast Portland.  Police arrested 50-year-old Tony Briggs for the shooting Tuesday night on Northeast Killingsworth Street.  Police say he shot off multiple rounds following a fight at the apartment.  No injuries were reported.
