(Portland, OR)  --  A federal judge in Portland is blocking President Trump's requirement that people who come into the U.S. with certain visas have health insurance or can prove they can pay for medical treatment.  U.S. District Court Judge Michael Simon issued an order Tuesday that would prevent the State Department from enforcing the policy the administration announced in October.  The judge ruled the policy would illegally hinder the ability of poorer immigrants to enter the U.S.
